Params::Validate

So we can

• require a parameter be mandatory
• constraint checking; regexs, sub
• default parameter values
• can do type checking
• ignore case for validation
• strip leading bogus characters

and returns

• nothing
• bails on error via Carp::confess

Okay slight extra niceities, but I prefer Params::Check's interface. Plus I'd rather handle the errors myself.
